I decided to use XFCE long ago, when I bought a laptop for general use, and it was shitty enough hardware that Cinnamon was too much overhead. I tried LXDE first, but that turned out to be super-broken. XFCE was better than that, and was light enough for that laptop.

Free books are in EPUB format (which is supported by everything except Kindles) and borrowable books use Adobe's ADEPT DRM (which supports everything except Kindles), so yes, although it doesn't support Overdrive (i.e. browsing and borrowing directly from the e-reader itself -- you have to check out the books on a computer and then sync them to the reader)
