This assumes that your problem is disk contention (for reading and writing blocks), not CPU contention (for encrypting and decrypting them)

Idle means it'll get scheduled only when nothing else wants to do disk IO, but if the disks are idle but you're running some CPU-hungry process, the decryption driver will end up competing for CPU time with that process when syncthing does disk reads.
