I think it's all Microsoft BASIC 2.0 for the Commodore 64, but there might be a few other variants in there.

I've never really considered "create new file" as a specific task, except for the very occasional `touch foo.txt` to check that a shared filesystem or somesuch is working properly.

I find that suboptimal. 1. Open main menu. 2. Find program. 3. Choose location. 4. Save file. vs 1. Navigate to chosen location. 2. Create new file. 3. Open file.
