I have several characters of unusual text that have been mangled into questionmarks during some copying. I want to see if they are "true" questionmarks, or if they still contain unusual character information that could be recovered/rendered somehow. The first approach that comes to mind is copying to a plaintext file and going at it with a hex editor. Better suggestion?

<&McMartin>
Once the mangling has occurred, AIUI, the data is lost

Copying the original into an 8-bit complete encoding such as Latin-1 will produce mangled text that will let you interpret it later.

McMartin: it's not clear from the question, I think, if this is actual mangling, or if this is unknown characters being rendered as ? rather than as the more standard box

ToxicFrog: that is indeed what I was wondering about. But now I have managed to obtain a copy of the original PDF. The bizarro caricatures turn out to be ligatures in the original. (ti, tt, ft). Copying text directly from PDF to Notepad++ converts the ligature symbols into mundane questionmarks.
